Advancing Quality in Alberta’s Early Learning & Child Care System

As Alberta continues to expand child care accessibility and affordability through the Canada-Alberta Canada-Wide Early Learning and Child Care (CACWELCC) Agreement, there is increasing recognition that system expansion must be accompanied by coordinated approaches to quality. To support solutions for that need, CELC, with funding from EndPoverty Edmonton and support from the Association of Early Childhood Educators of Alberta, commissioned Providence Sindihebura to undertake a policy analysis of existing, historical, and extra-jurisdictional quality-related systems.

The Full Report, and the accompanying Summary and Recommendations, provide a foundational framework to inform future policy and system development and build upon CELC’s commitment to quality, positioning Quality Standards (QS) and Quality Assurance (QA) as the next logical step to advancing a system of high-quality ELCC for all Albertans.
